When the answer is no: turning a municipal refusal into the next decision

A refusal, correction request or unfavourable opinion must first be classified before drawings are changed.

Distinguish the document received

An incomplete file, a request for clarification, a refusal based on a rule and a PIIA-related opinion do not open the same paths.

Keep the complete document, cited provisions, decision-maker and deadline. A summary over the phone is not enough to decide.

Choose a proportionate response

A direct correction is often the fastest path when it preserves the project goal. A minor variance, PIIA or PPCMOI each require a separate eligibility analysis.

A discretionary process never guarantees acceptance and does not replace required regulatory compliance.

Prepare the diagnostic

A useful diagnostic compares the municipal document, existing project, applicable zoning and available evidence. It identifies missing information, realistic options and required professionals.
